The Housing Council at Pathstone is excited to introduce the Making Moves Program to Monroe County. The goal of the Making Moves Program is to assist Housing Choice Voucher families with children in utilizing their voucher to obtain rental housing in areas that will offer greater access to opportunities and improve their well-being.

Housing mobility programs aim to assist families with HCV vouchers to overcome endemic barriers to moving to well-resourced neighborhoods with the goal to expand access to economic mobility, higher-performing schools, job opportunities and other positive long-term outcomes. Well – resourced communities are neighborhoods and municipalities that offer more public amenities, high-quality schools, and low crime rates. These areas have historically been difficult for families with vouchers to move to due to factors including higher rental costs and the unfamiliarity of property owners with the Housing Choice Voucher program.

Families will receive financial assistance, pre- and post-move coaching to support their transition to well-resourced areas.

Housing providers who rent to participating Making Moves Families will receive financial incentives, including a lease-up bonus. Program staff will collaborate with families and property owners to support the moving process and cultivate a strong, positive relationship between tenants and housing providers.

Family Services

Families in the Making Moves Rochester Program partner with both a Mobility Coordinator and Leasing Coordinator. The role of the Mobility Coordinator is to discuss your family’s housing and community needs, develop a family preparation plan and identify any potential barriers that may prevent the move to an opportunity area. We will collaborate with you to ensure a smooth and successful transition.

The leasing coordinator will support you with the RFTA process and support your family with housing search, contacting property owners and identifying a unit that best fits your needs. Staff will be available to you post move to address any barriers or challenges you may face along the way. Benefits offered:

  • Pre-move support: Help with thinking through which neighborhoods are the best fit for you and your family. The program will also help you get ready to put in applications. That looks different for every family. It might mean attending workshops or getting additional support from one of our partner agencies.

  • Housing search assistance: Help finding properties in opportunity areas as identified by program guidelines. The MM program is not an emergency program. Families must have 4-6 months to consider and prepare for a move. Moves must be within the well-resourced communities as determined by the program funders.

  • Move-related financial assistance: Assistance with paying application fees, security deposit and other discretionary move-related expenses as identified by the program.

  • RHA support: MM staff will support you and the housing provider as needed to ensure a smooth move.

  • Post-move support: Offered in the form of check-ins, information, resources, and any advocacy your family may need.

  • Families selected to receive additional services and choose to move to an Opportunity Area, will receive assistance paying application fees, security deposit and other discretionary move-related expenses as identified by the program.

  • Making Moves staff will help property owners and families work through the RHA process.

  • Post-move support in the form of check-ins, information, resources, and any advocacy your family may need.

    • Reliable Rent Payments: Rent is partially paid directly by the local housing authority.

    • Financial Incentives: Lease up bonus or funds for unit upgrades or repairs. Security deposit and first month tenant portion paid by the program.

    • Tenant Support: Tenants receive support through every step if the process

    • Vacancy Reduction: Quickly fill units with pre-screened, motivated families.

    • Dedicated Staff: Ongoing support to address concerns or conflicts.

    • Marketing Support: Free listing service for your available units.

  • Tenants are families with Housing Choice Vouchers who have a record of being successful and reliable renters. Families that are motivated to move to neighborhoods with greater access to quality schools, jobs, and services.

  • No. There is no cost to list your units or work with the Making Moves team.

  • The program focuses on neighborhoods identified as “well-resourced,” which typically have lower poverty rates, stronger schools, and better access to jobs and transportation. Properties within the City of Rochester may also be eligible depending on program parameters.

  • Only properties in well-resourced areas, as determined by the program, are eligible to be shared with program participants. Contact our team or check the Address Locator Tool below to determine if your property is within a well-resourced area.

  • Our team will provide ongoing support to both the tenant and housing provider. The goal is long-term housing stability for all parties. If the situation requires further dialogue, the team will refer to community resources.
