Inez Burns Kettles has been in her home near the Rochester public market since 1994, where she raised her children, ran a daycare center, and continues to throw neighborhood gatherings in the community garden she maintains next to her lot. A combination of factors, including her oldest child’s sickle cell anemia and her own medical issues, led Inez to fall behind on mortgage payments.
